In early 2024, the town council adopted a Fund Balance Policy that the town should not save more than 12 months of expenditures. Any extra funds should be spent on capital expenditures.

As a result, the town council has been spending your tax dollars and have been making mistakes common with "encouraged" spending initiatives.

For example, it appears they spent 1.2 million dollars on a no bid contract for a inclusive playground on the Whitmire property. Alternatively, other communities have built similarly sized inclusive playgrounds for 750K to 1 million dollars. And yet other communities have built inclusive play grounds nearly twice as large for about the same amount of money.

He is full of common sense, and the town needs that more than anything right now.

Other Issues Facing Franklin

A lot of our town’s youth leave the area after high school because there is a lack of opportunities here in town for career and advancement. I would like to work with local businesses to find out what skills and needs they have that prevent them from hiring local. And I would like to work with the schools including the community college to help develop those talents here.

I am also open to seeking to bring other businesses here or helping locals start their own businesses.

Many problems are caused by having a lack of suitable options. Not that Town Council is necessarily the source of such options, but guidance from knowledgeable sources including town council members can help guide a community in fruitful directions.

For example, I have heard that Drake has moved to hiring more remote employees and no longer encouraging these new employees to move here. I would like to see what can be done to help locals get these jobs.

I want to help make Franklin a great place to work! But this is more than just throwing money at a problem. The Federal Government and many state governments have thrown hundreds of millions of dollars and in other cases billions of dollars on projects that never went anywhere.

Property Rights

Many candidates running for Town Council/Mayor want to further restrict how people can use their own property, and move more towards the Macon County’s no fill policy. Rather than sticking with the more nuanced present fill policy. Thatcher is only in favor of stricter policies where the situation and topology of the floodway and flood plain make such restrictions necessary to protect the greater community and surrounding areas. Thatcher would be open to more strict policies to new additions to Franklin.
